Project Description
The project replaces approximately 3,500 linear feet of PUD transmission and distribution mains within cross country utility easements in the eastern urban growth area of Port Angeles. An additional 1,000 linear feet of new water main along Brown Rd. will connect the new water distribution infrastructure with an existing trunk main feeding the Gales Reservoir off Monroe Rd.
Central to the project scope is installation of a new water transmission main crossing beneath Ennis Creek. The creek separates the PUD water system off Mt. Angeles Rd. from the rest of the 24-square mile Port Angeles Composite Water System. The PUD classifies this section of transmission main as critical regional water supply infrastructure. Installed in the 1970’s, replacement of this transmission main is expected to add 75 to 100 years of service life to this critical water supply connection.
Location
The project area lies between E. Maddock Rd. and Monroe Rd. in Port Angeles as shown in Figure 1 below. Work zones along the water main alignment will include:
- Maddock Rd. to Village Place
- New distribution and transmission mains.
- New intertie connection with the City of Port Angeles water system.
- Village Place to Brown Rd.
- New transmission main connecting the PUD systems across Ennis Creek.
- Brown Rd. to Monroe Rd.
- New transmission main connected at Monroe Rd. to feed Gales Reservoir.
What’s happening now?
The PUD’s engineering consultant has completed 30% construction plans along with a preliminary engineering report which consolidates the results of environmental, cultural/historical resources and geotechnical surveys completed in the area. The preliminary engineering report outlines the basis of design and technical scope of work for the project along with right-of-way, environmental, geotechnical and historical/cultural resources considerations.
The PUD is currently seeking grants or low interest rate financing for the construction phase of the project from State and/or Federal resources. Pending successful funding, the PUD forecasts the project construction phase to take place in mid-2027 through 2028.
What to Expect for Final Design and During Construction
During final design, PUD personnel and consultants will continue close coordination with community members and the City of Port Angeles. Stay tuned to the PUD website for project updates.
During construction, neighbors may experience:
- Temporary lane closures and traffic delays
- Construction noise, dust, and vibrations
- Temporary parking restrictions near work areas
- Temporary water service interruptions during system connections
- Construction equipment and materials staged near work zones
The PUD and its contractor will work to maintain local access for residents, businesses, pedestrians, and emergency services throughout construction.
Typical work hours will likely be:
- Monday – Friday
- 8 am – 5pm
Some work may occur outside of regular hours if needed to safely complete water system connections or minimize impacts to customers.
Upon completion of the work, disturbed pavement, landscaping, right-of-way areas and sidewalks will be restored.
