Contractor Prequalification
Applications for Prequalification are necessary only if you wish to bid on contract work involving the construction or improvement of an electrical facility. Prequalification of Electrical Contractors Roster Application Information
Purpose: Contractors wishing to make an application to Public Utility District Number 1 of Clallam County, Washington (the “District”) for designation as a pre-qualified bidder for the construction or improvement of any electrical facility as defined by RCW 54.04.080 and required by RCW 54.04.085, shall complete the following application and submit it to the District’s Contracts Coordinator.
The District will establish a roster of pre-qualified licensed contractors by type of work who may be solicited for proposals/bids for district projects. This roster will be updated annually and will be revised as required. Contractors may be removed from the roster at any time at the discretion of the District or at the written request of the contractor. Contractors must be registered in Washington to receive a project award.
Filing: The application shall be signed by an officer of the firm, sworn to before a Notary Public, and shall be submitted on the initial application form for the roster, or at such other times as the District shall require.
The application packet will also include the following information: (1) Contractor Safety Plan and (2) Current Prevailing Wage (printable links above). This is for your information.
Any incomplete application or applications missing required attachments/enclosures will be returned to you for completion. A Prequalification Application will need to be renewed after a period of 3 years. A performance/payment bond will not be required until you are awarded a project and prior to the work on the project starting.

Contractor Safety Plan
- The District is committed to provide a safe environment for employees and contract personnel.
- The District is committed to support contractors’ efforts to ensure an effective safety program.
- To ensure that we meet the above statements, the District will require the awarded bid contractor to follow the requirements below.
Contractor Requirements
- The Contractor will conduct and document a regular monthly safety meeting with its employees on the job site. These documents must be kept on the job site for review by the Contractor, District, or any governmental safety agency.
- The Contractor will designate a competent safety coordinator to work on the job site.
- The Contractor will immediately report all serious injury or property damage accidents and conduct a full investigation with documentation for review with the District and other governmental safety agencies as may be required by law.
- The Contractor must furnish all safety equipment and tools for its employees to safely do the job and comply with all applicable safety standards.
- The Contractor must take reasonable steps to establish work rules that are designed to prevent violations of the Washington Industrial Safety and Health Act standards and adequately communicate those rules to its employees; for example, safety meetings, tailboard meetings, new-employee orientation, and accident prevention programs.
- The Contractor must have documentation that its safety program has been effective in practice; for example, written records, safety meetings (with names and subject matters), and records of corrected hazards.
The District holds these requirements to be binding with the award of the bid.

Clallam County PUD Number 1 maintains our Small Public Works Roster and Consultant Roster in the MRSC Rosters online database. Businesses interested in working with the District on projects using a roster contracting process must register on the MRSC Rosters website and select the Clallam County PUD Number 1 in your application.
