At the November 24, 2025 regular board meeting, Public Utility District No. 1 of Clallam County will have a special business item related to receiving public comment regarding proposed changes to District elections.
This meeting will be held in the Lake Crescent Boardroom of the main administration building at 104 Hooker Road in Sequim, WA.

Clallam County Public Utility District No. 1 Commissioners have recently reviewed its policies and procedures as part of a routine review, and have considered steps
to ensure all users are included in elections, and will at the November 24, 2025 meeting hear public comment and consider and discuss the following three proposed changes:
1) Adding two user groups to Commissioner Voting District 3 that are not currently included in Commissioner Voting Districts, one group located in Jefferson County, Washington, primarily in the Hoh Native American Tribal Lands and surrounding region on the westside of the Peninsula, and the other group consisting of water users on the eastside of the City of Port Angeles and located within the City of Port Angeles (no “annexation” of land into district boundaries involved);
2) Revising the Commissioner Voting District boundaries to account for these two user groups and ensuring compliance with RCW.29A.76.010 and 54.12.010; and
3) Adopting current best practices of complete district-based voting so that each established Commissioner Voting District votes on its own commissioner and do not vote on commissioners for voting districts other than their own (no “at large” commissioners).
A map of the proposed new Commissioner Voting Districts will be considered and a copy available at the meeting. At the December 8 meeting the Commissioner will take action based on public comment via Resolution.
