Project Description
The project will replace approximately 4,500 linear feet of aging and undersized water main that has experienced frequent leaks and maintenance issues. Crews will also replace approximately 65 water service taps and meters to improve long-term system performance and reliability for customers.
As part of the project, five new fire hydrants will be installed to improve fire protection coverage and bring fire hydrant spacing into compliance with current code requirements.
The improvements will help reduce water main breaks, minimize service interruptions, improve water flow, add fire hydrants for fire protection coverage, and support continued reliable water service for the community.

Location
Construction area will be from just west of the intersection of Juan De Fuca Way and East Bluff Drive and extend to all of East Bluff Drive east of that location.
Work areas will also include:
- Montrose Place
- Stuart Drive between its eastern intersection with East Bluff Drive and the eastern intersection with Sandstone Place
What’s Happening Now?
The District has been granted a right of way permit for the East Bluff Neighborhood Water Infrastructure Upgrades project.
Bid Documents are currently being prepared for the project to be bid on and awarded to a contractor this summer.
Construction is expected to begin early Fall 2026 and continue through Winter 2027, weather and field conditions permitting.
What to Expect During Construction
During construction, neighbors may experience:
- Temporary lane closures and traffic delays
- Construction noise, dust, and vibrations
- Temporary parking restrictions near work areas
- Temporary water service interruptions during system connections
- Construction equipment and materials staged near work zones
The District and its contractor will work to maintain local access for residents, businesses, pedestrians, and emergency services throughout construction.
Typical work hours will likely be:
- Monday – Friday
- 8 am – 5pm
Some work may occur outside of regular hours if needed to safely complete water system connections or minimize impacts to customers.
Upon completion of the work, disturbed pavement, landscaping, and sidewalks will be restored.
Community Benefits
This project will provide several long-term benefits to the community, including:
- Improved reliability of the drinking water system
- Reduced water loss from leaking infrastructure
- Increased water flow and pressure
- Improved fire protection with five new hydrants
- Replacement of aging infrastructure before future failures occur
- Reduced maintenance and emergency repair needs
Community Engagement
The District is committed to keeping the community engaged and informed throughout construction. Project updates may be provided through:
- District website
- Email updates
- Door hangers and mailed notices
- Community meetings
- Construction notices
The District will also proactively reach out to residents whose water service connection locations may need to be shifted, and where landscaping in the Right of Way adjacent to their property will be affected.
