The service pipes, connections, and other apparatus within any private premises must be kept in good repair and protected from freezing at the expense of the owner or lessee, who shall be responsible for all damages to the District property resulting from leaks or breaks. In case of neglect to promptly repair any service or fixtures or make any changes or alterations directed by the District within 10 days after written notice was given to the owner or tenant of the premises, the District shall have the right to discontinue water service.
