Getting a PUD rebate is like being paid to save on your utility bills while making your home more comfortable. Most of our incentives with our participating installers work so that the incentive is taken right off your installer bill so you don’t have to pay in advance and then wait for your rebate from the PUD.

Variable Speed Heat Pumps

Variable Speed Heat Pumps

When temperatures drop, energy bills increase because of heating costs. For customers with electrically heated homes, the PUD offers instant incentives to help you pay for eligible ducted heat pumps, which offer efficient heating in the winter and cooling in the summer!

Rather than convert electricity into heat energy, heat pumps transfer heat energy from the exterior to the interior via a network of compressors, coils, and finally, ductwork. This transfer of heat is significantly cheaper for heating your home than converting electricity to heat, and as a bonus, when the weather warms up, it’s also a cost-effective way to air condition the space.

Variable speed compressor technology allows the unit to run at the speed that best meets your comfort needs coupled with energy-efficient operation. A variable-speed heat pump is designed and engineered specifically to provide the output needed at the lowest consumption of power.

Just like a car’s various gears, variable speed compressors can operate at various levels of output depending on the conditions. Systems with variable speed technology may run at full capacity on cold winter nights or reduced capacity for milder days. It is a great energy-efficient option when compared to a single-speed unit.

Once the indoor temperature you set on the thermostat or control system is achieved, the variable speed unit will strive to operate at the lowest speed possible to deliver consistent, energy-efficient comfort in your home.

Because a variable speed heat pump can adjust capacity for demand, it may run longer than a single-stage unit under the same conditions. However, as the Department of Energy suggests, operating the compressor at lower speeds for a longer duration may reduce the total energy consumption required to heat the indoor spaces of your home without a loss of the unit’s ability to heat your home.

Instant Incentive Amount

The instant incentive ranges from $600 up to $1,650, depending on what heating equipment you currently have and what equipment you’re going to install. (Your installer will be able to determine the incentive your situation qualifies for) The incentive is deducted from the overall cost of the installation to give you instant savings, and upon completion of the installation, the incentive will be paid to the installing contractor.

Ductless Heat Pumps, also known as Ductless Mini-Splits, (DHP’s), work just like a refrigerator, but in reverse. While a refrigerator moves heat from inside the unit, to the exterior, in order to keep your food cold, a DHP uses fans and an evaporator to transfer heat energy from the surrounding air and deliver it to the interior of your home. Moving heat energy from one place to another is significantly less costly than converting electricity into desired BTU’s. Combining this fact with variable speed motors and compressors makes DHP’s incredibly efficient at maintaining your level of comfort.

Instant Incentive Amount

The instant incentive is $920 for homes that are replacing electric resistance heating. The incentive is deducted from the overall cost of the installation to give you instant savings, and upon completion of the installation, the incentive will be paid to the installing contractor.

Depending on the location of your home heating system’s ductwork, you may be spending large portions of your heating bill on unnecessarily heating your crawlspace or attic. Ductwork is not airtight by itself and the equipment used to seal yours may have failed years ago. Small cracks at seams and joints will allow heat to pass outside its intended area and when added up over the entire system can be equivalent to a very large hole. To help identify and correct this waste of energy (and degradation of indoor air quality) your PUD is currently offering incentives for home duct sealing performed by PUD-approved participating contractors meeting PTCS specifications.

Instant Incentive Amount

The instant incentive ranges from $200 up to $250. (Your installer will be able to determine the incentive your situation qualifies for) The incentive is deducted from the overall cost of the installation to give you instant savings, and upon completion of the installation, the incentive will be paid to the installing contractor.

Heat Pump Water Heaters

Hybrid water heaters, also known as Heat Pump Water Heaters, (HPWH), work just like a refrigerator, but in reverse. While a refrigerator moves heat from inside the unit to keep your food cold, an HPWH uses fans and an evaporator to extract warmth from the surrounding air and transfer it to water in the HPWH’s storage tank. Because it uses the warm ambient air temperature to do most of the work, it is a very efficient way to heat water.

If you purchased a qualifying HPWH (see list below) from a non-participating plumber, or if you did the installation on your own, fill out and submit the electronic rebate form below, or print, sign and submit the .pdf form, including qualifications.

Electronic Rebate Form:

1) Full copies of itemized receipts & paid invoices must be attached showing make, model, quantity, and purchase date
2)Heat pump water heater (HPWH) must be installed to manufacturer’s specs.
3)The HPWH(s) must replace an existing electric water heater.
4) For new construction only split HPWH are eligible.
5)Rebate Application must be submitted within one year of purchase date,
6)Rebate shall not exceed the pre-tax purchase price.
7)Access to HPWH shall be granted upon request by a PUD &/or BPA representative to verify installation.
8)HPWH installations that receive an instant rebate from a Participating Installers are not eligible for this rebate.
9)Unit must be listed on BPA's Qualified Products List posted at: https://www.bpa.gov/-/media/Aep/energyefficiency/document-library/HPWH_Qualified_Product_List.pdf
Program may be modified/discontinued at any time. This form expires 9/30/2027.

Upgrading your home's windows does more than just brighten the curb appeal. Old, failed windows allow for large amounts of heat transfer to the exterior. Stand next to an inferior window on a cold day and that transfer is enough you actually feel it as the heat energy from inside your home leaves you with a chill as it exits. While window replacement is higher in cost than other measures, after you’ve upgraded your insulation and your heating system to the most efficient, windows are a great way to reduce your energy bills and increase the comfort levels in your home.

Instant Incentive Amount

Your PUD is currently offering customers $8 per square foot rebates for replacing single and double paned windows and patio doors of any frame type (e.g. metal, wood, vinyl, etc. in heated spaces with new high-efficiency windows (Including sliding doors) with U-values of 0.30 or less, installed by a participating installer.

  • ENERGY STAR Electric Clothes Dryers – $50 bill credit
  • ENERGY STAR Clothes Washer – $40 bill credit

In order to apply for the bill credit, fill out a copy of the application, linked below, and return it to us along with a copy of your receipt for the qualifying appliance showing the make, model number, and cost. Include a copy (photo or photocopy) of the product information insert or packaging that includes the Energy Star logo.

Return the completed application with required attachments to any PUD office, email copies by emailing Energy Conservation, or mail to PUD Rebates, PO Box 1000, Carlsborg, WA 98324.

Additional Benefits of Energy Star® Washers

Though it may seem cheaper at first, a regular clothes washer can cost $550 more to operate over its life compared to an Energy Star clothes washer.

The average household does almost 400 loads of laundry each year, consuming about 13,500 gallons of water. About 90% of the energy used for washing clothes is for heating the water. There are 2 ways to reduce the amount of energy used for washing clothes—use less water and use cooler water.

  • Save Your Clothes — Instead of twisting and pulling clothes around a turning agitator, Energy Star® washers use sophisticated wash systems to flip or spin clothes through a reduced stream of water, washing your clothes gently. This lengthens the life of often-washed items and deposits less lint in the dryer. Purchasing Tips

Ask for Energy Star®. When buying a clothes washer, request an Energy Star® qualified model to ensure that it is energy-efficient.

Check the yellow EnergyGuide label. This label helps to:

  • Determine how much energy the model uses
  • Compare the energy use of similar models
  • Estimate annual operating costs

Choose a size that meets your household needs. Energy Star® qualified clothes washers are available in many sizes, ranging in capacity from 1.6 to 3.8 cubic feet. Energy Star® qualified models are also available in stackable and under-the-counter designs, which fit in smaller spaces.

Choose a model with a high Modified Energy Factor (MEF) and a low Water Factor (WF). Modified Energy Factor (MEF) is a comprehensive measure of energy efficiency that considers the energy used by the washer, the energy used to heat the water, and the energy used to run the dryer. The higher the MEF, the more efficient the clothes washer. Water Factor (WF) measures the water efficiency and is calculated as gallons of water consumed per cubic foot of capacity. The lower the WF, the more efficient the clothes washer. Both MEF and WF are listed on the Energy Star® qualified product list:

Look for several water level options. Choose a washing machine that has several options for adjusting the water level to fit the load.

Laundry Best Practices & Energy Saving Tips:

  • Wash in cold water: About 90% of the energy consumed for washing clothes is due to heating the water. Switching your temperature setting from hot to warm can cut energy use in half for washing 1 load. Using the cold cycle reduces energy use even more.
  • Fill it up: Clothes washers use relatively the same amount of energy regardless of the size of the laundry load, so run full loads whenever possible. For small loads, use the appropriate water-level setting.
  • Avoid the sanitary cycle: This super hot cycle, available on some models, increases energy use significantly; use it only when absolutely necessary.
  • Activate the high spin speed option: If your clothes washer has spin options, choose a high spin speed or the extended spin option to reduce the amount of remaining moisture in your clothes after washing. This decreases the amount of time it takes to dry your clothes.
  • Use a drying rack or hang clothes outside when possible: Air-drying clothes (indoors or outdoors) helps them last longer and saves energy. If air-drying laundry indoors, monitor indoor humidity closely to prevent mold and mildew problems.
  • Leave the door open after use: Front-loading washers use airtight seals to make sure no moisture leaks while the machine is in use. However, when the machine is not in use, this seal can trap moisture in the machine. Be sure to leave the door ajar for an hour or 2 after use to allow any of the remaining moisture inside the machine to evaporate. Caution: Make sure small children do not climb into the machine while the door is open.
  • Always use HE (High Efficiency) detergent with Front-loading washers: Using regular detergent in a front-loading washer will create too many suds in the machine. This leads to decreased washing and rinsing performance. Over time it can lead to mechanical problems, and foul odors.
  • Dry towels and heavier cottons in a separate load from lighter-weight clothes.
  • Don’t over-dry your clothes. If your machine has a moisture sensor, use it.
  • Clean the dryer lint filter after every load to improve air circulation.
  • Use the cool-down cycle to allow the clothes to finish drying with the residual heat in the dryer.
  • Periodically inspect your dryer vent to ensure it is not blocked. This will save energy and may prevent a fire.
  • Consider air-drying clothes on clotheslines or drying racks. Air-drying is recommended by clothing manufacturers for some fabrics.

Laundry Appliance Terms to Know

  • Volume –This is the tub capacity of the clothes washer or dryer in cubic feet (height by width by depth)
  • KWH/Year –This number is the estimated annual energy use of this machine under typical conditions. The KWH/Year quoted on   cards is based on an average usage of 392 loads per year, or just under 8 loads per week. Actual energy consumption will vary with load size, frequency & temperature.
  • Modified Energy Factor –Modified Energy Factor (MEF) is a new equation that compares the relative efficiency of different clothes washers. The higher the Modified Energy Factor, the more efficient the clothes washer is. Note: MEF also takes into account the amount of dryer energy used to remove remaining moisture from washed items.
  • Water Factor — The Water Factor is the number of gallons per cycle per cubic foot that a washer uses. The lower the water factor, the more efficient the washer is. So, if a clothes washer uses 30 gallons per cycle and has a tub volume of 3.0 cubic feet, then the water factor is 10.0.

Residential Insulation Incentive Programs

The most cost-effective way to improve energy efficiency and reduce heating bills in an electrically heated home is by increasing inadequate levels of insulation. Insulation helps in reducing drafts, keeping heat in the shell of the home, and requiring less operation of your heating system, and the good news is, that for customers with electrically heated homes, the PUD offers incentives to help you pay for eligible energy-saving home improvements like insulation.

To qualify for the incentive, the home must be electrically heated and the work must be performed by a Participating Installer.

Instant Incentive Amount

The instant incentive ranges from 10¢ per square foot up to 90¢ per square foot, depending on what insulation levels you currently have and what insulation level you’re going to. (Your installer will be able to determine the incentive your situation qualifies for) The incentive is deducted from the overall cost of the installation to give you instant savings, and upon completion of the installation, the incentive will be paid to the installing contractor.

LED Area Light Replacement Fixture Rebate Application

LED Exterior HID Area Light Fixture Requirements

  • This rebate is for high-intensity discharge (HID) exterior lights only.
  • Each new LED area light fixture must replace an existing high-pressure sodium (HPS), metal halide (MH), or mercury vapor (MV) light fixture.
  • The HID Wattages listed below are nominal lamp Wattages and don’t include ballast Wattage.
  • (A) For 400 Watt or higher HID light fixtures the new LED fixtures must be 270 Watts or less. These qualify for $120 per light fixture.
  • (B) For 200 Watt or higher HID light fixtures the new LED fixtures must be 135 Watts or less. These qualify for $80 per light fixture.
  • (C) For 100 Watt or higher HID light fixtures the new LED fixtures must be 65 Watts or less. These qualify for $50 per light fixture.
  • (D) For 50 Watt or higher HID light fixtures the new LED fixtures must be 30 Watts or less. These qualify for $30 per light fixture.
  • (E) For 35 Watt or higher HID light fixtures the new LED fixtures must be 20 Watts or less. These qualify for $30 per light fixture.
  • New LED fixtures must be currently installed and in use at the Clallam County PUD electrical service address listed on the front of the form.
  • Full copies of itemized receipts showing payment must be attached.
  • The rebate amount is capped at 70% of product cost.
  • Access to installed new light fixtures must be provided upon request by a PUD &/or Bonneville Power Administration Rep for the purposes of verifying the installation.
  • This rebate offering can be discontinued at any time.

Smart Thermostat Bill Credit

Take Control of Your Energy Use & Safe

The PUD offers a $140 bill credit for qualifying Smart Thermostats for electric furnace and heat pump systems.

The thermostat in your home controls half the energy that’s used in the home – more than appliances, more than electronics. Independent studies have proven that Smart Thermostats across the region saved an average of 10% to 12% on winter electrical bills and 15% on summer electrical bills. That means that in 2 years, the thermostat can pay for itself.

A Smart Thermostat does this by working with the existing home heating system and allows you to keep tabs on the room temperature from anywhere through a simple online interface or mobile app. A Smart Thermostat is a great way to reduce energy use, lower your bill, and maintain optimum home comfort.

Smart Thermostats provide an affordable and easy way for homeowners to control the use of their heating and cooling system and lower the costs of their electric bills using features such as:

  • Occupancy sensors that can tell if a person has been away to conserve energy when they are not at home
  • Learning algorithms that avoid the need to program a set schedule
  • The ability for homeowners to control the heating and cooling system remotely through their wireless apps on their phones or tablets (especially valuable for homeowners with second homes)
  • Feedback notifications on the energy-saving potential of your thermostat set point and other efficient settings
  • Ability to monitor previous electric usage data, and have smarter control of your heating and cooling system when it’s not needed at full capacity

Smart Thermostats are available at local retail stores, as well as online. The bill credit is $140 on models that are listed on BPA’s qualified products list (PDF) and can be installed by either a homeowner or a contractor.

Note: This is for electric furnace and heat pump systems only. Wall cadets and baseboards use high-voltage thermostats that can’t easily be replaced with a smart thermostat.

    OlyCAP uses local  and federal grants to provide free energy efficiency improvements to Clallam and Jefferson county households who meet current low-income guidelines.

Clallam PUD Participating Installers Information

Participating Installers (PDF)

Only Participating Installers may be used for PUD Residential Weatherization, Insulation, Windows, and Heating Programs. To become eligible for our programs, Participating Installers have:

  • Signed contracts with the PUD agreeing to meet all PUD and Bonneville Power Administration program requirements;
  • A good L & I standing; are licensed and bonded
  • References upon request; and
  • Agreed to have PUD-incentive work verified by the PUD.
